The first step in ensuring franchise compliance is adhering to the Federal Trade Commission Franchise Rule. This Rule also referred to as FTC Rule, specifies the format and layout for the Franchise Disclosure Document (FDD) and how this document should be used to sell franchises.

These laws require the franchisor to complete certain registrations before he can offer franchises for sale within the states.
